The Municipality of Lula believes in European plans as instrument of territory growth, for that it has build up a DP that has the strength to show his skills in the circle of Equal.
The wole DP place side by side the knowledge of the main problems and local resources with high professionalism for the economic development of local authorities, in the field of agricultural and food, and professional training.
The Municipality of Lula, as leader, has involved all partners in order to fix problem and target and to determine jointly aims, methods and implements. The common target represents the main boost of DP.
It is important the involvement of Flai and Metes in the project because they will bring an essential require in the development of skills that are necessaries for the growth of professional competences in the field of agricultural and food.
The Municipality of Lula has created a partnership that is talented of skills to manage the project because it has right resources and a quickness decision making.

 
Ultimate scope of the project is to solve the socio-economic problems currently faced by the economic operators of the agro-industrial sector of Lula.The underlying idea is to enhance and promote the valorization of local environmental resources with the objective to drive innovation and territorial regeneration. Actors of the socio-economic system as a whole. At the end of the project, public employees will be able to:
identify environmental aspects of the area;
build an environmental management system EMAS;
manage an environmental management system EMAS;
improve territorial marketing.;
Economic operators of the agro-industrial sector will be able to:
adapt to change;
improve working opportunities and income;
increase health and hygiene of food products;
exploit the opportunities offered by an e-commerce portal;
valorize local environmental resources;
improve the system of local products trade.
The system as a whole will benefit from:
better quality of agro-industrial products;
increased opportunities for the integration of production and environmental dynamics and the relative increase of certified productions;
increase in exports;
increased perception of territorial environmental quality;
increase in GDP.
The following six macrophases will constitute the work programme and lead to the achievement of project`s objectives:
Preparation of the intervention
Activities: project start-up; critical exam and improvement, simplification and planning alternatives; comparative study of best practices in the agro-industrial sector at European level; initial seminar; identification of economic operators to be involved in the project cycle; elaboration of the communication plan and logo of the label.
Sensibilization of the territory
Activities: meetings for the sustainable future scenario; participated construction of the integrated production process, discussion of label`s objectives and exhibition; creation of a Roundtable.
Elaboration of tools and methodologies
Activities: web-site with e-commerce portal; creation of a skill observatory in the agro-industrial sector; definition of a self-assessment system of the informally acquired skills; definition of a system of skill empowerment.
Counselling, orientation and training
Activities: model implementation; training of economic operators on sustainable development and local sustainable development tools and of public employees on EMAS; market investigation for the valorization and promotion of local resources.
Realization of environmental management systems and label assignment
Activities: individuation of environmental aspects; initial environmental analysis; definition of environmental programme; implementation; testing of forms of `substantial certification`skill balancing.
Dissemination of results
Activities: institution of a centre for dissemination of environmental management systems and the label; final conference; implementation of activities for follow-up.
